Acara dibuka oleh Setda Provinsi Bali I Dewa Made Indra didampingi\noleh Inspektur Provinsi Bali I Wayan Sugiada dan Kepala Ombudsman RI Perwakilan Bali Umar Ibnu Alkhatab.
